Open Access Policy

BEYKENT UNIVERSITY
ACADEMIC OPEN ACCESS POLICY

AIM

Our aim is to:

  • Compile the print and digital versions of the academic works (articles, books/chapters, theses, projects, reports, conference papers/presentations, technical documents, datasets, posters, video recordings, etc.) produced by and within Beykent University, and create an Academic Institutional Open Access Archive conforming to the open-access standards;
  • Through the Academic Archive, collect, arrange, deposit in the long term, and preserve all the academic works created within our University, and offer open-access to local and international users for these works;
  • Offer the shared scientific publications to the global scientific circles in accordance with the open-access standards;
  • Deposit the scientific works to be taken into consideration for appointments, promotions and other intra-university evaluations in the Academic Institutional Archives; and
  • Offer Open Access to our University’s academic outputs, increase the academic visibility of our University, and thus, of Turkey, and receive more project funding from public and private sectors for future research and studies. 

CONTEXT

Provision of open access to the academic works of our University, which was founded in 1997, will increase the visibility and recognition of these works, and thus draw more project funding from public and private sectors for future research and studies.

Therefore, Beykent University has decided to establish an open-access mechanism where it can deliver the academic works of its community to as many people as possible, and accordingly, an open-access archive to serve this purpose. Beykent University Library will play a strategic role in the compilation, long-term deposit and preservation, and the highest accessibility of the works, in suitable formats, of the researchers under its roof. 

POLICY OBJECTIVES

  • Enabling the long-term compilation and preservation of the academic works created within Beykent University.
  • Providing access for as many people as possible to the academic works created within Beykent University.

SCOPE

As per the first article of the Policy Objectives, the Archive covers all the academic works supported directly or indirectly by Beykent University and produced by its members. Academic works of the members of Beykent University produced independently of Beykent University may also be deposited in this Archive. 

As per the second article of the Policy Objectives, an open-access platform will be created to deposit the dispersed scientific articles, proceedings, project reports, course materials and theses of the members of Beykent University in Beykent University’s Open Archive, to and offer, with regard to the copyrights, these resources to all the stakeholders.

If an academic work of a member of Beykent University has been deposited in another open-access archive before, it may (also) be deposited in Beykent University Open Access Archive. 

DEFINITIONS

Member of Beykent University: Academics, Staff and Students of Beykent University are referred to as “Members of Beykent University”.

Open Access: It means free, non-embargo and digital access to an academic work of a Member of Beykent University. These works include peer-reviewed articles, theses, proceedings, project outputs and open course materials which are found eligible to be published in an academic journal. 

Academic Works: It refers to all the works produced with the help of research and studies, and creativity of, and funds received by the Members of Beykent University.

Immediate Deposit: It refers to the deposit of one copy of each academic work in Beykent University Open Archive not later than the date of publication. 

Personal Archiving: It refers to the process during which an academic work of a Member of Beykent University he or she has made an intellectual contribution to is deposited in Beykent University Open Archive. 

Embargo: It means non-accessibility of the research results for a certain period of time (6 to 12 months).

PRINCIPLES

Members of Beykent University shall accept and acknowledge the following conditions applying to long-term compilation and preservation of their academic works:

  • The latest versions of all the academic works of each Member of Beykent University he or she has made an intellectual contribution to are deposited in Beykent University Open Archive. This does not apply to some personal works with limited or no access due to embargo, etc. 
  • Beykent University Library collaborates with the Members of Beykent University depositing their academic works in Beykent University Open Archive to be published with open-access in accordance with the relevant standards. 

Beykent University Library organises and coordinates, with secure deposit, the compilation and long-term preservation of all the academic works in Beykent University Open Archive.

In addition to the above conditions, Members of Beykent University agree to follow the processes below for the highest accessibility of the academic works found eligible for publication in an academic journal:

  • Deposit: Each Member of Beykent University deposits in Beykent University Open-Access Archive, not later than the date of publication, a digital copy of his or her article found eligible for publication in an academic journal following peer review.
  • Open Access/Selective Delayed Open Access: The authors are encouraged to select the “Immediate Open Access” option in the Settings Menu of the open access software used for deposit so that their works will be accessible by public immediately. Considering the agreements of the authors with the publishers and the personal archiving preferences, access to the works will be classified under two categories.

Public Access

Open Access after the Embargo Period (which shall not exceed 12 (twelve) months).

  • Licencing: Each Member of Beykent University agrees the deposit, in accordance with the principles of public dissemination and preservation, of the works he or she has made intellectual contribution to in Beykent University Open Archive to be operated by Beykent University. Under legal conditions, each Member of Beykent University approves the deposit of his or her academic works in Beykent University Open Archive under non-monopolistic, irrevocable, and globally recognised licence agreements which do not breach the provisions of the previous agreements made with publishers. The approval of this policy is followed by the Rector or another person appointed by the Rector.
  • Responsibility of Deposit for Multi-Authored Works: Members of Beykent University may deposit their works they have produced in collaboration with several authors from several institutions in Beykent University Open Archive. Multi-authored works produced by several Members of Beykent University, however, are deposited by the Lead Author. 

The conditions below should be taken into consideration for effective implementation of this policy.

  • Beykent University Rectorate shall be responsible for the implementation of this policy and govern the settlement of future disputes and the amendments to this policy.
  • Beykent University Rectorate shall lead the establishment of an Open Access Advisory Committee and undertake the chairing of this Committee.

The Open Access Advisory Committee shall be responsible for the evaluation of this policy once a year within three years of its coming into force, and once in three years after this three-year period. It shall also have the responsibility and power to revise or amend this policy if and when it seems appropriate. Any advice and comments shall be submitted to Beykent University Rectorate.
